Ken Tooke (Senior Partner) has over 30 years of experience in strategic planning, marketing, business development, capture planning, and proposal/presentation development.
Since founding Tooke and Smith Consultants (formerly Tooke Consulting) with Kevin Smith, Ken has successfully won major Federal contracts for large, small and 8(a) companies and has strategically built companies’ infrastructure to enhance their competitive positions.
Ken has won 300+ major proposals over the past 10 years totaling over $15B for multiple Federal agencies, including DoD (Air Force, USACE, Army, Navy), EPA, DOE, FAA, NGB, and DOT, as well as commercial and municipal customers. He has helped companies achieve up to 300% growth by enhancing strategic focus and direction, improving business processes/systems, increasing organizational efficiencies, and implementing best proposal management practices.
Ken has earned more than 100 commendations from clients recognizing industry knowledge, strategic capabilities, and capture/proposal effectiveness. He is recognized nationally for capture planning and proposal management; and has spoken at USACE/AFCEE Small Business Conferences and NAD Regional SAME Conferences.
Ken effectively supports clients ranging from large, Fortune 100 companies to small, 10-20 person 8(a) firms on proposals ranging from $1M to $7B. He routinely works with Executive Management to enhance strategic planning and identify growth opportunities best aligned to core competencies.
Kevin Smith (Partner) has 40+ years of experience encompassing marketing, strategic planning, business development, capture planning, and proposal/presentation development in both the Federal Government and private sector markets.
Since 2003, Kevin has managed the Fluor Corporation account for Tooke & Smith, participating in strategy sessions and leading the proposal development activities on their most important opportunities, including the $50B Logistics Civil Augmentation Program (LOGCAP IV). Key wins include several task orders under LOGCAP IV and an EAGLE BOA for the Army, the CENTCOM Contingency (I and II) and Iraq New Power Generation contracts for USACE, and the HERC and AFCAP III contracts for the U.S. Air Force.
Kevin was formerly a Senior Vice President at The IT Group, where he managed business development activities for the $1.4 billion company. His Federal Government experience includes the Department of Defense, Department of Energy, Department of State, NASA and USAID.
Kevin received his B.S. in Mechanical Engineering (Nuclear Engineering Option) from the University of Notre Dame in 1975 and has a Top Secret clearance.
Ben Kosek (Partner) has 40+ years of experience in the engineering, construction and environmental industries. He brings an in-depth knowledge of project development and project execution in both the domestic and international markets.
Ben was formerly Vice President of Field Operations for Underground Solutions Inc., a water/wastewater technology company, and Vice President of IT Corporation, where he managed estimating, project development and project management personnel. While at IT, Ben developed estimating and proposal development procedures used to capture in excess of $1 billion of Federal government business. The procedures complied with all government procurement requirements and successfully passed Government (DCAA) audits.
Ben also participated in the estimating, pricing and negotiating of commercial contracts, as well as the company’s growth strategy through mergers and acquisitions. In this role, he performed comprehensive due diligence of potential acquisitions, reviewing ongoing projects, key personnel, and cost structures. Ben received his B.S. in Electrical Engineering from Grove City College in 1974.
David Mayfield (Partner) has 38 years of experience in marketing, business development, capture planning, proposal/presentation development, and program/project management in both the Federal Government and private sector markets.
David brings to Tooke & Smith corporate experience in engineering, sales, and operations from managing $3B in contracts with over 100 concurrent task orders and directing the work of 1,700 personnel across four continents while at EODT. He is an expert in developing task order proposals and integrating them into prime contracts.
David has experience in prime contract and subcontract management, finance and accounting, estimating, and project controls. As a VP at Stone & Webster, he supported and led proposals for the DOD and DOD. At IT Corporation, he directed and implemented BD strategies for the DOE, DOD, EPA, commercial clients, and M&O companies.
A Registered Professional Engineer, David received an undergraduate engineering degree from Virginia Tech in 1976 and a Master of Science degree in engineering from the University of Tennessee in 1983.

Ed Morris (Executive Consultant) has over 37 years of executive leadership, business development, and operations experience across a diversified portfolio of engineering, construction, environmental, facilities management, logistics, energy, training, and aviation services for federal and commercial clients.
As the former CEO and President of Akima Management Services, he achieved a 750% growth over a 7 years span, transformed Akima from 90% directed awards to 90% competitive wins, maintained greater than a 50% win rate, and aggressively submitted over $1B in proposals during his last three years. During his tenure he added multiple business lines, built internal infrastructure to support dynamic growth including the implementation of robust management processes procedures and systems.
Ed created new 8(a)s, oversaw multiple SBA mentor-protégé JVs, graduated several small businesses, and interacted extensively with the SBA. He is experienced at implementing business strategy, overseeing the capture and proposal processes, pipeline development, capture plan/win strategies, chairing weekly business acquisition councils, leading red/gold teams, as well as serving as capture and proposal manager on major (>$100M) must win competitions.
During his 10 years in this role he increased the win percentage from 25% to over 65%. He has worked with a base of diversified clients including the USACE, NAVFAC, NGB, AFRC, FERC, NASA and DOE. Mr. Morris received his BS in Civil Engineering from the State University of New York at Buffalo, and his MS in Civil Engineering from the Massachusetts Institute of Technology. He is registered Professional Engineer in several states and has held DOD Top Secret and DOE Q Clearances.
Andy Pajak (Executive Consultant) has over 40 years of executive leadership, management, operations and business development experience. He has developed and implemented successful, market-based business strategies for start-up and established companies in the engineering, construction and environmental markets.
Business process changes and acquisitions that he initiated have led to expansions into new markets, increased revenue and profit and improved cash flow in publically traded and privately held companies. He has managed programs, projects, business development and client relationships throughout the U.S., Europe, Middle East and Pacific regions for private and public sector clients including DoD, GSA, FAA, Homeland Security, DoI, DoE and VA. He has assembled multi-disciplinary teams and multi-firm joint ventures to win and execute contracts valued at up to $4 billion.
Andy was formerly CEO of GZA Geoenvironmental and President of Baker Environmental. While Senior Vice President responsible for federal sector business development at dck worldwide, revenue earned from stand-alone contracts and task orders under multiple award contracts exceeded $950 million during a 5-year period and included projects at major military installations in the U.S., Cuba, Hawaii and Guam.
He received an undergraduate engineering degree from West Virginia University and a M.S. in Environmental Quality Management from Cornell University. He is a Registered Professional Engineer and held DOE security clearances.
Michael Witt, PhD (Senior Consultant) has 37 years of experience. He worked 10 years for the Federal government including the U.S. Army, Civil Services, and a Presidential appointment.
Michael was Vice President of Weston Solutions where he served as a Project Manager, Profit Center Manager, and Program Manager for twelve IDIQ contracts with DoD, GSA and EPA individually valued between $15M-250M. He was responsible for developing and building Weston’s Navy market to a $30M per year business.
His career has encompassed strategic marketing, capture planning, business development, proposal development, and oral presentations with a focus on the Federal Government markets. He has put together winning teaming scenarios, provided support in the formation of joint ventures, and mentored small businesses in pursuing opportunities.
While at Tooke & Smith, Mike has worked with small and large firms, performing strategic planning and storyboarding, writing key sections of technical proposals, leading Red Team reviews, and developing resumes and project summaries. His experience working for the public and private sectors brings a unique understanding of client needs and realistic perspective of how contractors can meet those needs and expectations. Mike received his Doctorate degree in Chemistry from Louisiana State University (LSU).
Simone Shields (Senior Consultant) has 27 years experience including civil engineering, planning, design, construction and operations. She began her career as an engineering intern with the Corps of Engineers, New England District where she spent 11 years performing civil works and HTRW remediation design and was the technical lead for over 50 DERP-FUDS, BRAC and Superfund projects. She received a Letter of Commendation from the Assistant Army Chief of Staff for her support in the cleanup and property transfer of the Army Materials Technology Laboratory, Watertown, MA.
Prior to joining Tooke and Smith Consultants (T&S) in 2007, Simone was a Senior Project Manager for Weston Solutions, Inc. (Weston) managing Corps of Engineers and AFCEE projects including a $40M Superfund Site for EPA Region 1 and a $4M SRM project in the Azores. As part of Weston’s Air Force Mentor-Protégé program, Simone supported a native-Hawaiian owned 8(a) company located in Honolulu with operations and project management.
In 2002, she was selected for an assignment to Weston’s headquarters where she worked with the executive management team to develop an internal Project Management on-line training curriculum following PMBoK guidelines. Since joining T&S, Simone has supported over 50 ID/IQ proposals as well as task order proposals for clients ranging from start-up 8(a)s to Fortune 100 companies in the fields of radiological, HTW, MEC/UXO, D-B construction, and alternative energy including the Army’s $7B Renewable and Alternative Energy contract. Simone received her B.S. in Civil Engineering from Worcester Polytechnic Institute in 1988 and her MBA from Norwich University in 2006.
She is an active member of SAME, a past Post President and a past Regional Vice President for New England.
Heather Orr (Senior Associate) has 20 years of experience in the development of DoD, DOE and other federal agency proposals for large, small and 8(a) contractors across numerous business sectors.
Since joining Tooke and Smith Consultants (formerly Tooke Consulting) in 2002, she has managed and supported proposals ranging in size and complexity from $1M single procurements to $2B ID/IQ programs. She provides capture planning and proposal strategy, management, and development, as well as writing support and expertise in preparing solicitation responses.
Heather has supported the development of base operations, O&M, security, engineering, construction, and environmental services proposals. Prior to joining Tooke & Smith, she managed $500M-$1B management consulting and IT implementation proposals for PWC and IBM.
Her successes include improving a $1.8B government contractor’s win rate by developing a proposal infrastructure that included proposal process integration through templates, source material, qualification write-ups; and staff training. She also assisted an 8(a) company in securing three DoD ID/IQ contracts within a 12-month period successfully launching the firm into the Federal market. Heather received her B.A. from the University of South Carolina.
Crystal J. Rotto (Senior Associate) has 17+ years of experience providing proposal development support to firms pursuing multi-million dollar Federal government contracts, including DoD, USACE, US EPA, National Park Service, GSA and other federal, state, local, and international government agencies.
Since 2007, she has supported Tooke & Smith’s clients with management and coordination of proposal teams, RFP interpretation and compliance, writing, document review meetings, editing, and production.
As the former Director of Marketing for a small environmental consulting company, Crystal developed strategic marketing collateral to support sales efforts and implemented company branding standards which defined uniformity among outgoing deliverables.
In this role she also supported strategic planning, business development, and co-authored a three year business plan to support strategic goals for company growth. Also as former Proposal Manager at Weston Solutions, Inc., Crystal provided guidance and leadership to business teams, and made significant contributions on proposals with a win value of over $450 million.
Crystal is adept at creating an appealing document designs and textual layouts that attract readers to key themes and discriminators while upholding company branding standards. Crystal is familiar with multiple aspects of the GSA Schedules Contract Program including the preparation and submission of contract modifications utilizing the eOffer/eMod application, preparing submissions for digital certificates, and the development and submission of the Advantage Sales Brochure utilizing SIP software.
She is also SBA-trained in the use of their FPDS searchable procurement database. Crystal also has two years of experience managing proposal efforts and organizing effective presentations for Early Transfer Authority (ETA) and Enhanced Use Lease (EUL) programs. Crystal received her BS in Marine Science from Kutztown University of Pennsylvania in 1998.
Lisa Zuchelli (Senior Associate) has 20+ years of experience in business development, marketing, strategic planning, leading advance capture planning, proposal development and program/project management focusing on the DoD, federal, and civil agency markets.
She has assembled winning teams, successfully written competitive proposals and provided support to form joint ventures. Prior to joining Tooke and Smith, she served as a Business Development Manager, Business Group Director and as a Program Manager for a small business. During her tenure, her A/E and environmental IDIQ contracts awards were valued between $2M and $31M. Her major prime contract awards exceed $278 million, and subcontract awards total over $97 million.
She possesses strong management qualifications with comprehensive experience in all aspects of business development, operational management, marketing, contract negotiations, and knowledge of environmental regulations. Lisa received her B.A., Communications from George Mason University and her M.S., Biology also from George Mason University.
Linda Tooke (Graphic Designer) has over 17 years experience designing proposal graphics. Her career began as a graphic designer for an aerospace defense company and has included experience as an elementary and middle school art teacher and as the co-owner of a decorative arts company.
As a graphic designer for Tooke & Smith Consultants since 2006, Linda has worked on dozens of winning proposals for large and small business clients. She also has extensive experience creating logos, brochures and other marketing collateral; generating presentation and training materials; and performing web design, booth design and other areas to satisfy clients’ needs.
Linda has a B.S. in Design from the State University College at Buffalo, and is recognized for her creativity, design talent, and attention to detail. She is proficient in Adobe Creative Suite.
