Design-Build

Walter Marquis is a senior level professional (B.S. Civil Engineering) with over 30 years of construction and environmental remediation experience. With Construction Supervisor’s Licenses in Massachusetts and Virginia, and as a member of the Project Management Institute (National, Massachusetts, and New Hampshire chapters), he is qualified to estimate the cost, develop the schedule, and implement the work plan on multi-million dollar heavy construction and environmental remediation projects.

International Logistics

Diane Scott Adams, DBIA Assoc., LEED Green Assoc. (B.A., Communications, Writing Specialization) is an award winning, published writer bringing expertise in a variety of writing styles. Since 1987 she has developed articles, white papers, press releases, newsletters, SOPs, technical manuals, manuscripts, television scripts, and marketing collateral. In 1995, she began writing federally funded grants and proposals, and since this time, she has secured over $5B in funding for work in the Americas, Middle East, Asia, and Africa. Diane is certified in the design-build delivery method and is a subject matter expert in construction and brings expertise in facilities O&M, base operations/life support services, and information technology. She has expertise developing solutions for work in conflict-affected regions and has supported solicitations for all branches of the DoD and DHS, the FBI, AAFES, NASA, SSA, GSA, FAA, DLA, DOE, DOL, USAID, and others. She has also developed proposals for NGOs. Diane is currently pursuing LEED™ accreditation studying Building Design + Construction (LEED™ BD+C) and Existing Buildings Operations + Maintenance (LEED™ O+M).

Facilities Management/Base Operations Support

Tacy Daniel is a senior level professional (B.S. Finance) with more than 30 years of experience effectively supporting the full spectrum of Government proposals; proposal management and development, capture and project management. She successfully shapes solicitation changes through directed questions and has achieved significant awards in the areas of Facilities Management/Base Operations Support, Contingency and Emergency Response, and Professional services for both DoD and civilian agencies. She has strong contracts, compliance, pricing and estimating knowledge, and has an active TS security clearance.

Department of Energy

Don Booher is a senior level professional (B.S. English; M.S. English; PhD International Economics) with 30 years of experience in DOE contract proposal, strategic planning, and M&A support; uranium enrichment plant operations, nuclear fuel cycle marketing, and energy technology evaluation and commercialization; and environmental project management. He specializes in contract strategy, transitions, risk assessments and ethics compliance, and mergers and acquisitions in the DOE market. His experience centers primarily on DOE and commercial programs and capabilities with emphasis on energy and environmental technologies, nuclear facility safety, and conduct of operations.

Public Relations

David Kalson, a partner in communications firm, Beacon Advisors, is a communications and public relations professional with extensive experience in scientific-, technological-, medical- and energy-related industries, their issues and products. Using the best practices in risk communication, Kalson specializes in developing communications strategies and managing communications programs designed to accurately inform lay and professional audiences, including the news media, on highly debated issues such as hydrofracking, pipelines, stem-cell research, ionizing radiation exposure, GMOs, and environmental and sustainability issues. He’s an expert in crisis preparedness and crisis management and teaches crisis management at Fordham University’s Graduate School of Business.
